Evo All will not program

installed in a 2018 Dodge Journey PTS Evo All Thar-6. When trying to program my key fob the yellow light remains solid on the evo all when going through the first step for push to start. I have the key fob next to the ignition like told in the diagram. I have the ignition wire connected right also i beleive the can hi and can low wires are right. When i push the PTS twice like told with the fob right next to it, the lights on the evo just dont do anything. Just remains a solid yellow. Any help would be great. Thanks

You are removeing the Battery and key from the fob correct?

 

Does the ignition actually turn on when you hold remote infront of start/stop button and press twice?

 

How many volts are present on the yellow wire at the 20 pin connector when ignition is turned on?
