yellow and red led stay on solid at step 4 of programming

Question

I have a 2013 cruze lt and when im in step 4 of programming both the yellow and red led stay on and nothing happens. Also service theft deterrent is displayed on my dash.

Module is not seeing data.

Simple things too look at for now..

1. Make sure you have the brown wire form the 5-pin white connector connected to the OBD-II. With ignittion on, you should be able to test about 4 Vdc (may be less, but not more than 5V)
2. If using a Tharness, it should say THAR-GM1v2 on it.
3. Test for power at the 3 pin burgandy transponder connector (grey/black vehicle wire). If the T-harness was not connected in the right order, you may have blown the transponder fuse (although vehicle will still start up no problem)
