Evo All programming for 2011 Ford F150

My Evo All won't program.  I can't get the data link to program. Blue led does not flash 10x like it is supposed to.

When you put ignition on does the blue light go off or stay on ?

The blue light stays on

The EVOALL yellow wire is not connected to ignition, refer to install guide.
