Is the parking light relay required on 2013 escape

Do I need to install a parking light relay for the stand alone with a rf  kit and evo fort1

It is only required if you want the parking lights to come on when the remote start has started the engine.  During my recent install, I left that until the end and was able to succesfully remote start without the light relay.  No you don't "need" it, but it is nice being able to tell from a distance if the start was succesful if you do not have a 2-way remote.
